The Board directed the Superintendent to have another Board Workshop to formalize some of the partnership arrangements.

Enrollment Update - Superintendent Gary Norris - Enrollment down roughly 700 students from projection which is about 200 down from last year.

Superintendent Norris reminded everyone that we are in very lean times and the tax base and the future of assessed evaluation are uncertain.  The district is prepared appropriately with having a very respectable fund balance, but the district is continuing this year to be frugal in purchases.

Minutes: Board Chair Frank Kovach had a comment regarding an employee who is on military leave and has been called up to active duty.  The Board's current policy is that the employee is paid for 30 days of active duty and then they are placed on unpaid leave.  Concern is when employees are called up when they are privates, etc., they will make considerably less than the district pays them. Concern with someone going to Iraq or Iran and defending our country and the family has to worry about making the mortgage payment, buying groceries, etc. The Board supported paying the difference in the salary. 
RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS

Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Reassignment Appeal Board, in accordance with policies of the School Board.  They are presented for formal ratification.

GENERAL ITEMS

9. APPROVAL OF CONTRACTED SERVICES WITH DFS CONSULTING
Description

This contract is for technology support and technical training at various schools and departments throughout the district. This contract in the amount of up to $70,000, is in excess of the $25,000 limit, which requires School Board approval.



Recommendation
That the contract with DFS Consulting for technology training services be approved as presented.
AGREEMENTS/CONTRACTS

10. TECH PREP ARTICULATION AGREEMENTS
Description

This agreement is between Hillsborough Community College, Manatee Community College, Pasco-Hernando Community College, St. Petersburg College, Hernando County School District, School District of Hillsborough County, Manatee County District Schools, District School Board of Pasco County, School Board of Pinellas County and Sarasota District School in an effort to provide seamless articulation system for high school and adult technical students to continue their education at the technical center and community college level.



Recommendation
That the articulation agreements be approved.

11. APPROVAL OF 310 CONTRACT BETWEEN SCHOOL BOARD OF SARASOTA COUNTY AND BILL AUBUCHON, INDEPENDENT CONTRACTOR
Description

21st CCLC Project Manager (South county), responsible for on-site coordination and management of all elements of the 21st CCLC program, including attendance, parent contact, & site transportation.

 



Recommendation

To approve the 310 contract between SBSC and Bill Aubuchon, Independent Contractor, as South county project manager for the 21st CCLC program.

   


12. TRAINING PERSONNEL AGREEMENT BETWEEN THE SARASOTA COUNTY SHERIFF'S OFFICE AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

This agreement is between the School Board of Sarasota County, Florida, by and through the Sarasota County Technical Institute, and the Sarasota County Sheriff's Office to provide Basic Recruit Training and the Criminal Justice Standards and Training Trust Fund Advanced and Specialized courses to students enrolled in the Sarasota Criminal Justice Academy through the Sarasota County Technical Institute.  The terms of this agreement shall be effective as of July 1, 2007, and end June 30, 2008.



Recommendation
That the Training Personnel Agreement between the Sarasota County Sheriff's Office and the School Board of Sarasota County, Florida, be approved.

13. APPROVAL OF AGREEMENT BETWEEN A TO Z IN-HOME TUTORING, LLC., AND THE SCHOOL BOARD OF SARASOTA COUNTY TO PROVIDE SES SERVICES FOR TITLE I SCHOOLS 2007-2008
Description
A to Z In-Home Tutoring will provide one-on-one tutoring services to eligible students attending Title I schools not meeting AYP. Tutoring sessions will take place in the home, no more than twice a week with each session not to exceed 1 hour. A to Z In-Home Tutoring will provide ESE services and LEP services.

Recommendation
That the Sarasota County School Board approve the agreement with A to Z In-Home Tutoring to provide SES services to eligible Title I students.

Description

15. APPROVAL OF AGREEMENT BETWEEN BRAINFUSE AND THE SCHOOL BOARD OF SARASOTA COUNTY TO PROVIDE SES SERVICES FOR TITLE I SCHOOLS 2007-2008
Description
Brainfuse will provide one-on-one tutoring services, In-Home Computer Based, to eligible students attending Title I schools not meeting AYP. Tutoring sessions will take place in the home, no more than twice a week  with each session not to exceed 1 hour.  Brainfuse will provide ESE services and LEP services.

That the School Board of Sarasota County approve the agreement with Brainfuse to provide SES services to eligible Title I students.

Achieve Success Tutoring will provide LEP services.

That the Sarasota County School Board approve the agreement with Achieve Success Tutoring to provide SES services to eligible Title I students.

Recommendation

That the School Board of Sarasota County approve the agreement with Bright Futures Learning, Inc. to provide SES services to eligible Title I students.

19. APPROVAL OF AGREEMENT BETWEEN ADVANCED HOME TUTUORING, LLC DBA CLUB Z! IN-HOME TUTORING SERVICE AND THE SCHOOL BOARD OF SARASOTA COUNTY TO PROVIDE SES SERVICES FOR TITLE I SCHOOLS 2007-2008
Description
Advanced Home Tutoring, LLC DBA Club Z! In-Home Tutoring Service will provide one-on-one tutoring services to eligible students attending Title I schools not meeting AYP.  Individual tutoring sessions will take place in the home. Small group (limit 5) tutoring sessions will take place on school campuses and at Community Centers.  Tutoring services provided shall not exceed twice a week, with tutoring session not exceeding 1 hour.  Advanced Home Tutoring, LLC DBA Club Z! In-Home Tutoring Service will provide ESE services and LEP services.

Recommendation
That the Sarasota County School Board approve the agreement with Advanced Home Tutoring, LLC DBA Club Z! In-Home Tutoring Service to provide SES services to eligible Title I students.

20. AMENDMENT TO LEASE AGREEMENT BETWEEN ASSOCIATED MARINE INSTITUTE, INC. (GCMI) AND THE SCHOOL BOARD OF SARASOTA COUNTY
Description
This 3rd amendment to the lease agreement is to extend the building lease by one year to Associated Marine Institute, Inc. for use as Gulf Coast Marine Institute (an alternative school).  Lease will expire September 3, 2008.

Recommendation

Description

Description

Description

44. APPROVAL OF THE PURCHASE OF BUILDER'S RISK INSURANCE FOR THE RIVERVIEW HIGH SCHOOL CONSTRUCTION PROJECT
Description
In order to save the construction manager's markup of approximately $27,300.00, the District can purchase the builder's risk insurance coverage for the project.  This coverage would be furnished by the Zurich Company through the HRH of Southwest Florida agency.  The policy will provide the coverage, except for windstorm, required in Article 5, paragraph 5.1.1 (iv) of the construction manager's contract.  Windstorm coverage will be full value on all structures except the classroom and administration buildings which will be limited to a total of $25,000,000.00.

45. ACCEPTANCE OF GUARANTEED MAXIMUM PRICE PROPOSAL AND APPROVAL OF CONTRACT FOR CONSTRUCTION FOR THE RIVERVIEW HIGH SCHOOL PROJECT - GYM & AUDITORIUM
Description

Under the terms of the 6/20/2006 (Item #40) Board approved "Agreement between Owner and Construction Manager for Pre-Construction & Bidding Services", the Director of Construction Services and a member of the Professional Services Selection Committee (PSSC) have successfully negotiated a contract with W.G. Mills, Inc. for the Riverview High School project - Gym & Auditorium.  This contract was negotiated on 8/20/2007.  As indicated, the 6/20/2006 agreement included pre-construction and bidding services only.  This Contract for Construction includes only construction of the auditorium, music rooms and gymnasium and associated work.  A separate contract will be negotiated at a later date for the balance of the construction of this project.  The Guaranteed Maximum Price (GMP ) of this contract is $17,669,004.00.  This contract, which is the standard document utilized for all of the District's construction contracts, is available for review at the Construction Services Department.  The School Board attorney has approved the use of this GMP proposal acceptance form and contract.  Funds for this contract are available in the project budget.

46. APPOINTMENT OF A CITIZEN TO THE OVERSIGHT COMMITTEE FOR THE INTERLOCAL AGREEMENT ON SCHOOL FACILITY PLANNING
Description
The Interlocal Agreement on School Facility Planning, Section 10, calls for each party to appoint a citizen representative to a committee with responsibility to monitor implementation of the ILA.  School Board members were asked in July to nominate a citizen for consideration.  Three individuals were nominated: (1) Mr. Dan DeLeo, an attorney and active member of the 2006-07 Capital Advisory Task Force; (2) Mr. Norm Lupo, a Venice resident active in governmental affairs; and (3) Mrs. Janice Mee, retired School Board member.
